The Institute provides expert, information and methodical services for specialized departments at the ME SR, particularly for the Department of Regional Vocational Schools in the area of development background documentation, elaboration of analytical and methodological materials related to the secondary vocational education and for the Department of Foreign Cooperation.

It performs especially the following tasks:

• development of basic materials and statements on conceptual and operational decision making of the ME SR,
• conception design of the development of vocational education and training in connection with current and prospective trends, the needs of national economy, labor market and graduates’ placement as well,
• verifying, analysis and assessment of current training forms, content and methods of vocational education and training and implementation of new ones,
• cooperation in the development of vocational education and training projects in interaction with schools, colleges, ministries and competent partners in the area of agriculture, trade and finance, providing advisory-coordination services for schools in the development of specific vocational education and training projects,
• elaboration of background documents for making the legal regulations,
• development of basic pedagogical documentation, standard design methodologies, graduates profiles, system of assessment and certification, adaptation of vocational education and training system to the development of European systems so that it will be comparable also in international terms,
• integration and objectification of the aims and standpoints of social partners and other stakeholders concerning the resolution of vocational education and training issues,
• planning and development of textbooks and teaching aids,
• establishment and methodological guidance of technical commissions for occupational preparation of youth,
• youth career counseling in cooperation with grammar schools and universities,
• staff and methodological assistance for secondary schools vocational competitions,
• establishment and development of cooperation with international agencies, institutions and schools dealing with the issues of vocational education and training on the basis of designed projects, monitoring of vocational education and training development tendencies abroad,
• providing appropriate training of teachers, foremen and tutors in cooperation with universities, as well as designing the system of their further training,
• support and development of enterprise activities directed towards the improvement of vocational education and training.

The Institute also serves as the training establishment operating at national level for determined and selected forms of further training of educators from secondary technical schools, secondary vocational and integrated schools in cooperation with universities. The Institutes performs all its activities and operations on the basis of the needs of schools and due educational establishments, requirements and delegations from ME SR, according to the needs of industry, regional, methodical and educational establishments and regional authorities of state administration and school administration.
